Bicycle re-cycling bill gets re-tooled in California

That proposed bicycle recycling bill in California that would have required a $7 recycling surcharge on the sale of all new bicycles has gone through some heavy editing.

The bicycle recycling bill, AB 1103, by Assemblywoman Betty Karnette, called for slapping a $7 surcharge on the sale of new bicycles. It was expected that dealers would pass the expense to bicycle buyers, who could get a refund when they turned in their used bikes at recycling centers.

A new version of the bicycle recycling bill simply states that the bike dealers notify consumers in writing that a bicycle may be recycled, and that the state of California permits a tax deduction (now you got my attention!) for qualified contributions of bicycles.

Gone from the bill is the bicycle recycling program fund, the program administrator, and block grants to set up bicycle recycling centers.
